Functional and Requirements Specification.
The requirements specification (Lastenheft) describes what a client expects from a solution and why. The functional specification (Pflichtenheft) describes how the contractor intends to implement those requirements. Together they form the basis for the quote, implementation and acceptance of a software or web project.
Functional and Requirements Specification — Explained in Detail
The terms come from classic project management and are described in standards; in German-speaking countries they are known as Lastenheft and Pflichtenheft. The requirements specification is written by the client. It describes the starting point, goals, user groups, desired functions, constraints such as budget and deadline, and non-negotiable requirements such as data storage in Switzerland. It says what is needed, not how it is to be solved technically.
The functional specification is written by the contractor in response to the requirements specification. It describes how the requirements will be implemented: architecture, technologies, functions in detail, interfaces, data model, test concept and acceptance criteria. Once approved by the client, it is the binding basis. Anything not in the functional specification is, in case of doubt, not owed — a frequent bone of contention in projects with an unclear description.
In agile projects it is often argued that functional specifications are outdated. That is only partly true. It is true that a hundred-page document written at the outset rarely matches reality. It is not true that you therefore need no requirements. A lean form works well: a requirements specification with goals, users and must-have criteria, a discovery phase to clarify things, and a functional specification that describes the first implementation step bindingly and later steps as a framework.
For SMEs the requirements specification is the most important tool for getting comparable quotes. Without a description, every provider calculates on different assumptions and the prices lie far apart. With a clear requirements specification you can tell who has understood the task — and who is merely naming a price.
Example: a requirements specification for a customer portal
Suppose a fiduciary firm wants a portal through which clients upload receipts and retrieve reports. The requirements specification states: around 150 clients, upload by phone and computer, filing per client and year, a notification to the responsible accountant, data storage in Switzerland, login with two-factor authentication, launch in time for the next tax period. Explicitly not wanted: separate bookkeeping inside the portal.
Building on this, the provider's functional specification sets out the technology, roles, storage location, interface to the existing accounting software and acceptance tests. How we structure projects like this is described under custom software Switzerland and web app development; on portals specifically, see customer portal.

Discovery PhaseFrequently Asked Questions About Functional and Requirements Specification
The client writes the requirements specification, the contractor the functional specification. In practice the contractor often already helps with the requirements specification, for example in a workshop, because many clients cannot formulate their requirements on their own.
The starting point and goals, user groups, desired functions as must-haves and nice-to-haves, constraints such as budget, deadline and data protection, existing systems and interfaces, and points that are explicitly excluded.
For a simple website, a short description of goals, pages and content is usually enough. For websites with a shop, configurator, login or connections to other systems, a more detailed description pays off, so that quotes are comparable and acceptance is clear.
