OpenAI Ads Manager.

The OpenAI Ads Manager is the interface in which ads for ChatGPT are created, managed and evaluated. It organises an account into three levels: campaign, ad group and ad. The campaign level holds the objective and billing type, the ad group level holds targeting via context hints and geography, and the ad level holds the creative. It is open as a self-service beta for the 31 European launch markets, Switzerland included.

OpenAI Ads Manager — Explained in Detail

The three-way split is familiar from other advertising platforms; the responsibilities are only partly so. The objective is set at campaign level, and that objective also determines billing: Reach is billed per thousand impressions, Clicks per click, and Conversions via oCPC, where delivery is optimised towards a conversion event but billing is still per valid click. If you overlook this link, you choose an objective that does not match the metric by which the campaign will later be judged.

The ad group is the level at which targeting happens. This is where the context hints are stored: descriptions of conversations, topics and needs for which an offer is relevant. It is also where geographic targeting sits, which is possible by country, region and DMA; finer location targeting is not documented. For Switzerland this means a campaign can be aimed at the country and roughly at a region, but not at a town or a radius. If you need enquiries from a tightly limited catchment area, you have to solve that through the ad and the landing page, not through targeting.

An example of a sensible split: a Zurich provider of accounting software for small businesses sets up a campaign with the Conversions objective. Under it are two ad groups: one for conversations about invoicing and VAT returns, one for conversations about switching from a spreadsheet to software. Both groups lead to different landing pages, because the landing page content itself feeds into the relevance assessment. The split is therefore not by keyword list but by conversational situation, and it only makes sense if different landing pages and creatives stand behind it.

The creative sits at ad level. According to consistent descriptions from several agency sources, an ad consists of the advertiser name, favicon, title, description text, a square image and the landing page URL. We were unable to view an official specification: the character limits in circulation contradict each other clearly (50/100, 30/60 and 24/48 all appear), and no binding pixel size for the ad image has been published. So rely on the information in the Ads Manager itself rather than on figures from blogs.

The budget rules, by contrast, are documented. The minimum daily budget depends on the billing currency of the ad account: CHF 20 per campaign when billed in Swiss francs, EUR 15 when billed in euros (OpenAI Help Center, 'Create Campaigns for ChatGPT Ads', accessed 11 October 2026). The daily budget is an average over seven days; on a single day up to twice the amount can be spent, over seven days at most seven times the daily budget. Billing country and currency depend on how the account was set up and, according to OpenAI, cannot easily be changed by yourself afterwards. This description reflects the situation on 11 October 2026; the Ads Manager is a beta and changes continuously.

Frequently Asked Questions About OpenAI Ads Manager

There are two ways in: the OpenAI Ads Solutions team together with agency and technology partners, or self-service access, which is open as a beta for the 31 European markets: for advertisers in approved categories whose ads pass the policy review, explicitly including small businesses. Switzerland is named in the self-service country list; what counts is the country selected when creating the ad account. According to OpenAI, some new accounts can initially only advertise in their own country.

Three: Reach, Clicks and Conversions. Reach is billed per thousand impressions and aims at visibility. Clicks is billed per click. Conversions works with oCPC: delivery is optimised towards a conversion event, but billing is still per valid click, not per conversion. For oCPC, a single standard conversion event per campaign is currently supported; custom, self-defined events are not provided for.

Not in the narrow sense. Geographic targeting by country, region and DMA is documented; finer location targeting or a radius around an address is not described. For locally operating businesses this means the narrowing has to happen through the content: the ad and the landing page clearly state the catchment area so that clicks from outside it do not arise in the first place. If you really want to target a small area, classic search ads still serve you better.

It depends on the billing currency of the ad account, not on the target country. When billed in Swiss francs, the minimum daily budget is CHF 20 per campaign; when billed in euros, EUR 15 (OpenAI Help Center, 'Create Campaigns for ChatGPT Ads', accessed 11 October 2026). The daily budget is an average over seven days: on a single day up to twice the amount can be spent, over seven days at most seven times the daily budget. The minimum is a technical floor, not a recommendation for how much budget a meaningful test needs. OpenAI has not published Swiss click prices from which a sensible budget could be derived.
